James H. Peterson, Ph.D. was a specialist in behavioral sciences who served as a Tobacco Institute consultant on one of the tobacco industry's early "youth smoking prevention" programs, called "Helping Youth Decide."
"Helping Youth Decide" repeatedly reinforced the notion that smoking is an acceptable "adult custom."[1]
The Tobacco Institute budgeted $30,000 in consulting fees in 1987 alone for Dr. Peterson.--at PDF page 110
