Joy Padgett
Joy Padgett, of Coshocton, Ohio, is currently a Republican State Senator and served in the Ohio House of Representatives 1993-1999. Padgett was "director of the Governor’s Office of Appalachia from 1999-2004. In 2004, she was appointed to the Senate seat being vacated by former Ohio Sen. Jim Carnes, R-St. Clairsville, and later that year she won re-election." [1]

GOP Candidate
Congressman Bob Ney announced August 7, 2006, his decision to not seek reelection and that he "will get out" of the 2006 congressional election in Ohio.
"Ney, who remains under investigation for his dealings with now disgraced lobbyist Jack Abramoff, wants state Sen. Joy Padgett, a Coshocton Republican, to replace him on the ballot," Jim Siegel and Jonathan Riskind reported August 7, 2006, in The Columbus Dispatch.
"James Lee, a spokesman for Ohio Secretary of State J. Kenneth Blackwell's office" said his office "is researching whether any sore loser provision in the statutes would prevent Padgett, who ran and lost in the Republican primary in May for lieutenant governor on a ticket with Attorney General Jim Petro, from running for Ney's seat," Siegel and Riskind wrote.
"Ohio state law bars politicians who lose one primary from entering another during the same year." [2]
Democrat Zack Space defeated Padgett in the general election to take possession of Ney's former seat.
