Background
KVK Nilachal Power applied to the Ministry of coal for a project of 1000 MW in Torpa, Khunti district, Jharkhand state.[1]
A subsidiary of KVK Energy, KVK Nilachal Power, signed a memorandum of understanding with the Government of Jharkhand in January, 2007 for the development of the project. KVK states on its website that an application "for allocation of land and water has been made to Government of Jharkhand" and that a "Coal linkage application has been made to Ministry of Coal."[2]

In 2012 the Jharkhand government did not renew its memorandum of understanding (MoUs) with 22 companies for insufficient progress on their thermal power stations, including KVK Nilachal Power.[4]
