Background on Plant

The North Korean government is currently constructing the 300 MW coal-fired Kandong power station outside its capital, Pyongyang. The new power plant may be an attempt to supplement the country's aging Pukchang power station. Satellite imagery suggests construction began in 2010-2011. The planned completion date is unknown.[1]

The time lapse feature of Google Earth shows little or no change to the partially built plant between October 2013 and December 2019, indicating that the project is on hold. Planet satellite images also show no development from January 2016 to December 2019. The project appears to be abandoned.
