Kay Coles James is the "president and founder of The Gloucester Institute and a senior partner at the former Oklahoma Senator J.C. Watts' consulting firm Watts Partners.

James currently leads the Gloucester Institute, "an organization which trains and nurtures leaders in the African American community." She previously worked as a Senior Fellow and Director of "The Citizenship Project" at the Heritage Foundation. She was also the Dean of the School of Government at Regent University. She was the Secretary of Health and Human Resources for former Virginia Governor George Allen and implemented Virginia's controversial welfare reform initiative. [1]

She is also the former Director of U.S. Office of Personnel Management in the Administration and was a senior executive vice president of MZM, Inc. [2]

James previously worked as a senior vice president of the Family Research Council. She was in the administration of President George H. W. Bush as Associate Director of the White House Office of National Drug Control Policy and as an Assistant Secretary for public affairs at the U.S. Department of Health and Human Services. She was also chosen by President Reagan to be on the National Commission on Children. She has also been on the Board of Focus on the Family.

James is the author of three books; her autobiography Never Forget (1993); Transforming America: From the Inside Out (1995); and a book (2001) about marriage.

Additionally, James is on the Board of Directors of the AMERIGROUP Corporation, a health insurance company.[3] and PNC Financial Services Group, a bank.
