Keith A. Teel is an attorney with Covington & Burling. Teel has knowledge regarding the tobacco industry's political strategies within the State of Texas, including a push poll conducted 1/20-25/96 commissioned by Covington & Burling. Teel was based in London and worked on the tobacco industry's Whitecoat Project (Environmental Tobacco Smoke International Consultants Program).
Teel also assisted the industry in confusing the public about the health hazards of secondhand smoke. Teel authored March 1989 memo assisting Philip Morris with a PR strategy for organizing a series of half-day seminars on environmental tobacco smoke. Teel's strategy was aimed at "help[ing] to prevent the [media] coverage of the issue from being largely one-sided." Teel stated, "These presentations should be balanced and fair, but should support the industry's position."[1]
Teel also helped the tobacco industry with expanding the Philip Morris-organized Tort reform project to alter the American judicial system in corporations' favor.[2]
