Background on Plant
Construction of Krasnoyarsk CHP-4 began in the 1990s but was discontinued due to lack of funding. The plant was originally owned and operated by Yenisei TGC (TGC-13). The plant was commissioned to provide heat but not electricity in 2012.[1]
In 2016 the Krasnoyarsk CHP-4 heating plant was combined with the newly built electricity-generating Zheleznogorsk CHP, and in 2015 the two plants were both named Krasnoyarsk CHP-4. In 2016 Krasnoyarsk CHP-4 was put under the control of KrasECO.[2]
Zheleznogorsk CHP was built with technical and financial support from the U.S. Department of Energy (USDOE) as part of a 2003 agreement between Minatom of Russia and the USDOE to stop plutonium production at industrial reactors in Seversk and Zheleznogorsk.[3][4]
