Background on Plant
Labin Power Station was founded in 1987. The first two coal-fired units with total capacity of 250MW were brought online in 1989 and 1990. It was called Labin-A. [1]
Laibin-B was permitted by the national authority in 1995. It was located next to Laibin A. It was a BOT project. According to Wikipedia, BOT, Build–operate–transfer, or build–own–operate–transfer (BOOT) is "a form of project financing, wherein a private entity receives a concession from the private or public sector to finance, design, construct, own, and operate a facility stated in the concession contract. This enables the project proponent to recover its investment, operating and maintenance expenses in the project." [2]
The joint venture of Électricité de France (EDF) and Alstom won the bid among more than 30 bidding enterprises, and signed the BOT contract with Guangxi Government. The construction of Laibin-B started in 1997. The concession period is 18 years including the construction. Two 360MW units were brought online in 2002. [3]The total investment for construction is $616 million. In 2002, after the operation of Laibin-B, Alstom quit from the project and EDF became the only owner of Laibin B until September 3, 2015, the date that Labin-B was transferred to Guangxi Government. [4]During 18 years period of construction and operation, EDF reportedly has earned profit from the project ¥4.5 billion (around $660 million in current exchange rate).[5]
The first 2 units of Laibin-A were retired in 2010. An expansion project with 2*300MW was commissioned in 2007. It was renovated to a co-generation plant in 2009, supplying heat and steam besides electricity generation.[6]
Laibin power station currently is a four-unit coal-fired power plant with a total capacity of 1,320 MW, and is owned by Guangxi Investment Group.[7]
In July 2017, Laibin Power Station is reportedly shifting from public Grids to Laibin local grid without notification or permit, causing concerns for the Public Grid's safety. [8]
