Background
The project aims to supply heat and power for the New District of Lanzhou City. Huanghe Hydropower Development Co. completed the feasibility study for a 700 MW coal-fired power station in January 2016. The company is part of state-owned China Power Investment.[1]
The project received a permit for construction from the provincial DRC on December 31, 2015, before its feasibility study was completed.[2]
Construction began in July 2016. The plant is planned for commissioning in 2018.[3]
However, Planet satellite photos through April 2018 show almost no progress since construction began. Plans for the project appear to be shelved.
Ownership
In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[4]
