Larry Lynn
Verne L. Lynn (Larry Lynn) is a member of the Strategic Advisory Board of MILCOM. According to the MILCOM web site, Lynn "retired from the U.S. government and is currently serving as an independent consultant to elements of the Department of Defense. He is a Member of the Defense Science Board, the Threat Reduction Advisory Council, an advisor to the Defense Science and Technology Agency of Singapore, and is a Fellow of the IEEE. Mr. Lynn has held various government positions, including Director of the Defense Advanced Research Projects Agency (DARPA), responsible for management of projects for high payoff, innovative R&D and investment decisions for their $2B budget. He has also served as Deputy Under Secretary of Defense for Advanced Technology, where he created and implemented the Advanced Concept Technology Demonstrations (ACTD) group. Additionally, Mr. Lynn was co-founder, Vice President, and Chief Operating Officer of the Atlantic Aerospace Electronics Corporation. Mr. Lynn spent 26 years as a member of the staff at the MIT Lincoln Laboratory. Mr. Lynn has authored more than 40 technical publications in the fields of radar, tactical and strategic surveillance systems, and weapon systems."[1][2]
Larry Lynn was "appointed Director of the Advanced Research Projects Agency (ARPA), on July 2,1995. ARPA is the principal Agency within the Department of Defense for research, development, and demonstration of concepts, devices, and systems that provide highly advanced military capabilities. As the Director, Mr. Lynn is responsible for management of the Agency's projects for high payoff innovative research and development. Mr. Lynn had been the Acting Director, ARPA since March 14, 1995.
"Until his appointment as Director, ARPA, Mr. Lynn held the position of Deputy Under Secretary of Defense for Advanced Technology, a role he assumed in July 1993. He was responsible to the Under Secretary of Defense (Acquisition and Technology) for oversight of advanced development program, ballistic missile defense, Advanced Concept Technology Demonstrations, and the Defense Airborne Reconnaissance Organization.
"From 1985-1993, he was Vice President and Chief Operating Officer of the Atlantic Aerospace Electronics Corporation. He was a co-founder of the company in 1985, and participated in a number of studies and reviews emphasizing surveillance and information systems. During this period, he was a member of the Defense Science Board and the Army Science Board.
"From 1981-1985, Mr. Lynn was Deputy Director of the Defense Advanced Research Projects Agency (DARPA).
"From 1979-1981, he was Director of Defensive Systems in the Office of Under Secretary of Defense for Research and Engineering, responsible for the planning and oversight of ballistic missile defense, space defense, strategic warning and defense systems, and strategic aircraft.
"From 1953-1979, Mr. Larry Lynn was a member of the staff at the MIT Lincoln Laboratory. During the last seven years there, he was Associate Head of Surveillance and Control Division and a member of the Lincoln Laboratory Steering Committee.
"Prior to joining the Lincoln Laboratory, Mr. Lynn served to years of active duty with the Navy.
"Mr. Lynn has authored more than 40 technical publications in the fields of radar, tactical and strategic surveillance systems, and weapon systems."
