Background

The power station has been reported as being proposed to be 1600 megawatts (MW) in capacity,[1] with the Business Standard also reporting than an addition 1600MW was considered as a possible second phase.[2]

In December 2011 Larsen & Tubro executives met with West Bengal government officials to discuss the company's interest in establishing a 1600 megawatt coal-fired power station in the state. After the meeting the company stated that they wanted 1200 acres of land provided by the state government for the project and have adequate water supply, coal linkages and rail-access. The state government proposed three possible location but the Larsen & Tubro representative refused to state where they were.[1] In an earlier meeting government officials had offered the company 700 acres of land in the West Midnapore district.[3]

In March 2012 it was reported that Larsen & Toubro likely dropped the power plant in West Bengal as the state government was unable to provide favorable land. According to a top company official, “We had made it clear to the state government that without proper availability of land, water and linkages we would not go ahead with the project. We needed about 1200 acres of land for it, but the locations with in the land bank that the state government had shown is not favourable at all. We are not going to acquire land directly also. Hence, it is unlikely to happen.”[4]
