Background on Plant
In 2015 Shaanxi Huisen Coal Industry Co. proposed a 4 x 1,000 MW coal plant in Zhaoshipan Town.[1] Environmental clearance is being sought for two of the units.[2]
Units 1-2 were permitted in March 2016. Construction began in June 2016. Operation is planned for 2018.[3]
Planet satellite imagery shows construction began in June 2016 and continued through December 2018. The units appear near completion.
Unit 1 was commissioned in December 2018.[4] Unit 2 was commissioned in October 2019.[5]
With no developments on units 3-4 since they were proposed in March 2015, the units appear to be cancelled.
Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
In 2016 China's National Energy Administration issued "scale control" (coal-fired capacity limits) on particular "sending out" locations that feed ultra-high voltage (UHV) long-distance power lines, including Inner Mongolia (Xilingong), Inner Mongolia (Ordos), Shaanxi, Ningxia, and Xinjiang.[6]
