Background on Project
Liaocheng Xiangguang Cogen power station is a proposed a 2 x 660 MW coal plant in Yanlou Town, Yanggu. It is a residential CHP project.[1]
Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
In January 2017 China's National Energy Administration proposed the postponement for after 2020 of over 100 planned and under-construction coal power projects in 13 provinces, including Liaocheng Xiangguang Cogen power station.[2]

Project permitted
The plant was permitted for construction by the Shandong Provincial Development and Reform Commission in May 2017,[3] and again in April 2019.[4]
