Biographical Information

"Philip Brian Cecil Moore was born in India on April 6 1921, the son of Cecil Moore, of the Indian Civil Service. He was sent to the Dragon School, Oxford, won a scholarship to Cheltenham College and was a Classical exhibitioner at Brasenose College, Oxford, where he won Blues for rugby and hockey (he played rugby for England in 1951)... In the Second World War Moore served as a flight lieutenant in RAF Bomber Command, but after being shot down spent the last three years of the war as a PoW. He then resumed his university life, after which he joined the civil service, serving a number of First Lords of the Admiralty – including the Earl of Longford, Viscount Hall and the Earl of Selkirk – as private secretary. He was Principal Private Secretary in 1957-58.

"The association with Lord Selkirk continued when Moore joined him, between 1961 and 1963, as Deputy UK Commissioner in Singapore; he then served as British Deputy High Commissioner there from 1963 to 1965. After a year in London as chief of public relations at the Ministry of Defence, he moved to Buckingham Palace.

"Moore was appointed CMG in 1966; CB in 1973; KCVO in 1976; KCB in 1980; GCVO in 1983; and GCB in 1985. On becoming Private Secretary to the Queen he was sworn of the Privy Council; and on his retirement in 1986 he was created a life peer. In 1990 he was appointed Permanent Lord-in-Waiting to the Queen.

"After retiring Moore served as chairman of the trustees of King George VI and Queen Elizabeth Foundation of St Catharine's (Cumberland Lodge) from 1986 to 1997 and vice-president of the Society for Promoting Christian Knowledge. In 1981 he was elected a Fellow of Brasenose College. He was a director of the General Accident Fire and Life Assurance Company from 1986 to 1991... Lord Moore, who died the day after his 88th birthday, married, in 1945, Joanna Ursula Greenop, with whom he had two daughters. Latterly he had lived in a grace and favour apartment at Hampton Court Palace. His wife and his daughters – one of whom was married to the rock star Peter Gabriel – survive him.
