Background on Project

Guangdong Baolihua New Energy is planning to build a two-unit coal-fired power plant with a total planned capacity of 2,000 MW in Guangdong Province.[1]

The plant received environmental clearance in May 2014,[2] and the permit for construction from China's NDRC in February 2015. It was scheduled to be completed in 2016.[3]

Construction began in July 2015.[4]

Project suspended by central government

In January 2017 China's National Energy Board directed the Guangdong Province to suspend or postpone nine coal projects in the province, including Lufeng Jiahuwan, due to excess coal capacity.[5]

For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.

2018: Construction continues

In January 2018 it was reported that construction was ongoing.[6] The units appear on a July 2018 central government list of units allowed to come online in 2018.[7]

Unit 1 was commissioned in November 2018.[8]

Unit 2 was commissioned in April 2019.[9]
