Background

The Ukrainian Energy and Coal Industry Ministry, China National Chemical Engineering Corporation (CNCEC) and its wholly owned subsidiary, Wuhan Engineering Co, are planning to build plants for the production of synthetic natural gas in Ukraine. In 2013 the companies announced a feasibility study for the construction of a plant in Luhansk region is be developed by May 2014, and the first stage of the plant will be commissioned by 2015.[1]

The plant is part of a $3.656 billion (€2.75bn) credit agreement that Naftogaz, the state gas and oil company of Ukraine, signed with the state-owned China Development Bank to finance the substituting of natural gas with locally produced coal, to lessen Ukraine's dependence on foreign - mainly Russian - natural gas. The contract, guaranteed by the Ukrainian government, stipulates implementation of five coal gasification plants.[2]

In February 2014, Naftogas announced a tender of Rs 8.964 million for pre-development work on designing a coal gasification plant in Odessa and Severodonetsk Gorlovka (Sievierodonetsk). The Minister of Energy and Coal Industry Edward Stawicki predicted that Ukraine will begin construction of a coal gasification plant in cooperation with China in September 2014.[3]
