Background
In March 2012, CDEEE, the Dominican Corporation of State Electricity Companies, solicited bids for coal- and gas-fired electricity projects aimed at increasing the nation's installed capacity by 1000 to 1500 MW.[1] Of the 18 companies that submitted bids, three (NEC, Summit Power and Odebrecht) expressed interest in building plants near Manzanillo[2], a northwestern coastal town that has recently experienced first-hand the environmental hazards posed by coal; between 2003 and 2006, 50,000 tons of coal ash from a Puerto Rican power plant were stored in Manzanillo, allegedly leading to a spike in miscarriages, birth defects and other serious health problems.[3] NEC (North Energy Central) and Summit Power have both proposed gas-fired plants for Manzanillo (400 MW and 640 MW, respectively)[4][5], while Odebrecht has since signed a deal to participate in the Punta Catalina Power Central coal project in the southeastern Dominican Republic.[6] As of April 2014, there are no coal plants actively proposed for the Manzanillo area.
