Meixin captive power station

Background on Plant
Shaanxi Coal and Chemical Industry Group and Shaanxi Youser Group are constructing a 4 x 350 MW coal plant to support aluminum-magnesium alloy production in Yaozhou District. It was planned for operation in 2016.[1][2]
Both the aluminum-magnesium plant and the power plant began construction despite lacking the needed permits (lacking both EIA and NRDC approval). For this the project sponsors were fined and ordered to stop construction in 2014,[3] and again in 2015.[4]
Despite the order to stop construction, units 1-2 were completed in June to July 2016.[5][6]
As of 2018, units 3-4 are under construction and planned for operation in 2019.[7]
