Background

The plant, which is proposed by Tau Capital Group and CIC Energy, would be located near the Mmamabula coal field and cater primarily to the domestic market.[1]

On its website CIC states that in February 2010 the company "signed a Memorandum of Understanding with GCL Projects Limited, an affiliate of Golden Concord Holdings Limited (GCL Poly Energy Holdings). Under the proposed project structure, GCL would be the majority equity investor of the MDPP, and affiliates of GCL would act as the construction contractor and operator of the power station. CIC Energy would be a 30% equity holder in the MDPP, and would be responsible for overseeing the development and operation of the mine."[2]

The company stated that while some of the work done in support of its stalled proposal for the 1200 megawatt coal-fired Mmamabula Export Power project (MEP)[1] could be used, it would be based on a different supplying mine and a site adjacent to the proposed MEP project.[2]

In March 2011, it was reported that GCL Bostwana had filed a notice of arbitration with the Hong Kong International Arbitration Centre alleging that CIC has a contractual obligation to agree with the terms of the two companies' power purchase agreement and coal supply agreement. Meanwhile, CIC Energy has announced plans to merge with India's JSW Energy. The two companies were reportedly in talks to resolve the dispute.[3]

However, there has been no news of the project since 2011, and it appears to have been cancelled.
