Background

In 2012 Than Phyo Thu Mining Company and Myeik Public Corporation signed an agreement with the Ministry of Electric Power to build a 50 MW coal plant in Lut Lut Village on 160 acres of land.[1]

Residents in Lut Lut village said the land was confiscated by the army in return for meagre compensation in 2003. The military wanted to lease the land to private companies for inland fish and prawn farming but the scheme fell through, and the plot lay abandoned for many years until 2012.[1]

Two local villages have protested the plant since its proposal: Lut Lut village, which has more than 100 households with a population of around 400, and Thamote village, a group of more than 700 households located 0.75 miles (1.2km) away across the Thamote River. Both rely on subsistence for their livelihoods. Residents say they were not informed when the company signed an MoU [memorandum of understanding] to build the plant.[1]

As of March 2016, Than Phyo Thu is seeking permission from the Myanmar Investment Commission (MIC) to begin building the plant.[1]

As of December 2018 there have been no further developments on the project, and plans appear shelved.
