Background

In October 2014, Ratchaburi Electricity Generating (RATCH) signed a memorandum of understanding (MOU) with Department of Hydropower Planning, Ministry of Electric Power of the Republic of the Union of Myanmar to commence feasibility study on 2,600MW Myeik power plant project. Under the MOU, the company, along with its partners Blue Energy & Environment Company (Thailand), Vantage Company (Myanmar) and Kyaw Kyaw Phyo Company, would jointly develop the Myeik coal-fired power project in Thaninthayi region. The project construction, completion and power generation is scheduled by 2020.[1]

In May 2015 RATCH said it hoped to sign a memorandum of agreement (MoA) with the Myanmar government and other partners in 2015 for development of the 2,640 MW plant in Myeik. After the MoA, it would then seek financing and do the environment and health impact assessments.[2] However, the government has not moved forward on several coal proposals in the state due to public opposition.[3]

In March 2016 the Thein Sein government suspended 68 projects, including coal-fired power plants, to allow the next government to manage the assets when it takes office. The Myeik power station was not on the list of suspensions.[4]

However, with no developments since the October 2014 MoU, and with no mention in the most recent RATCH analyst presentation, the project appears to be cancelled.[5]
