Norris Dickard is a senior associate at the Benton Foundation. His work focuses on public policies related to universal service, educational technology, and bridging the Digital Divide. From 1992 to 2001, Norris worked as a senior policy advisor at the U.S. Department of Education. He developed the Community Technology Centers Program as part of President Clinton's Digital Opportunity Initiative." [1]
"Prior to working at the Department of Education, Norris Dickard was employed at Harvard's John F. Kennedy School of Government, where he was an administrator, advisor to the Harvard Public Policy Review, and research associate with the Harvard Project on Economic Reform in Ukraine." [2]
