Background on Plant
The RAO UES 2006-10 five-year plan (from before the restructuring of RAO UES), which RAO management approved in January 2007, lists as a long-term project the construction of a 265-MW coal-fired power plant in Omsk, the Omsk HPS-6 (four other former RAO plants already exist in Omsk: Omsk HPS-2, Omsk HPS-3, Omsk HPS-4, and Omsk HPS-5). The plan gives 2012 as the projected completion date for the project.[1]
In 2007-08, RAO UES was broken up and privatized, and the Omsk assets now belong to Generation Company of the Wholesale Electricity Market No. 11 (OGK-11), a subsidiary of Inter RAO. Today, no mention of the Omsk HPS-6 proposal is available on Inter RAO's website or annual report, and it appears that the project has been abandoned.[2][3]
