Background on gas plant

Paguthan Combined Cycle Power Plant is located in Bharuch district, Gujarat. The gas plant is owned by CLP India Private Limited, a subsidiary of China Light & Power (CLP Group). The plant was originally owned by Gujarat Paguthan Energy Corporation, which was acquired by CLP India in 2002.

The gas has an installed capacity of 655 MW. All units became operational in 1998. It comprises the following units:

• Three units of gas turbine, each of 138 MW capacity.
• One unit of steam turbine of 241 MW capacity.

Proposed coal plant

In January 2015 CLP Group said it planned to add about 2000 MW of coal-based power generation capacity to its existing gas-based plant, which was nearing the end of its power purchase agreement. The estimated cost is US$2 billion. It would be fueled by imported coal.

The company applied for a terms of reference (ToR) for the 2,000 MW plant in June 2015. ToR was granted on Feb 17, 2016.

As of December 2018 the project has not received environmental clearance, and plans appear shelved.
