Background on Plant
The RAO UES 2006-10 five-year plan (from before the restructuring of RAO UES), which RAO management approved in January 2007, lists as a long-term project the construction of two-unit coal-fired power plant of unspecified size at Petrovskaya, with a completion date of 2010-14.[1] Enipedia lists this proposed plant as a three-unit, 2,400-MW coal-fired power plant that is supposedly a project of Mosenergo (TGK-3), a subsidiary of Gazprom.[2]
Mosenergo does not own any other coal-fired power plants.[3] While a "Strategy" page on Mosenergo's English-language website does list a Petrovskaya power plant (although at 4,000 MW, and without mention of whether it would be coal-fired), that page appears to be quite old, and the company's most recent annual report has no mention of the plant, and no mention could be found in news reports either.[4] It seems possible that this project did not survive the restructuring of RAO UES.
