Philip Morris had numerous divisions dealing with the subversion of scientific health information about the dangers of their produces both (1) Direct, to the smokers themselves (2) Passive-smoking, to non-smokers breathing second-hand smoke (3) Fire and other risk to the environment and community.
- The Science & Technology (S&T) division was responsible for organising, maintaining and distorting the scientific information to do with cigarettes.
- Thomas Borelli was the key scientific lobbyist with the S&T division in New York.
- Helmut Gaisch ran the S&T division for Philip Morris in Switzerland. Since actual research was done in Switzerland (out of reach of lawyers wanting to drag the scientists into court)
- Scientific Affairs (SA) was an occasional parallel division which specialised in the propaganda and media side of the problem.
At various times these two functions were coupled together as S&T/SA.
Other scientific staff in Singapore, Hong Kong, Japan, etc. worked part-time under the S&T or SA banner.
Thomas Borelli for instance, ran the junk-science/sound science operation with Steve Milloy with The Advancement of Sound Science Coalition (TASSC). When the scam collapsed and was exposed, Borelli and Milloy went into partnership running a range of operations, including an investment corporation.
