Pipavav power station

Background
GPCL is a nodal agency set up by the state government to promote power projects in the state. GPCL states on its website that it "has facilitated [the] setting up of [a] 2000 MW Mega power project at Pipavav wherein the State shall have the share of 1500 MW, to be developed through the Independent Power Producer (IPP) identified through International Competitive Bidding (ICB) by Power Grid Corporation of India (PGCIL) / National Thermal Power Corporation (NTPC). The project shall be based on either [liquid natural gas] or imported coals as fuel." The site also states that mining leases have been granted to GPCL in Surkha-I.[1]
In December 2009, Business Standard reported that Torrent Power and GPCL had signed a shareholders agreement for developing the 2,000 MW coal plant at Amreli, beginning with an investment of about Rs 4500 crore for setting up 1,000 MW in the first phase. The power generated would be utilized in the state and implemented by March 2012, according to private power company Torrent. For implementing the project, GPCL had already acquired about 267.38 hectares of private land and got transferred about 40.31 hectares of government land at village Rampara -2 and Uchaiya of Rajula taluka in Amreli district.[2]
Gujarat Power Corporation describes the status of the project as follows: "The required land for the project has been acquired. To develop the project, a SPV i.e. Torrent Pipavav Generation Limited (TPGL) has been incorporated. GPCL is having 5% equity in the project. The Shareholders' Agreement has been executed on 12.12.2009 between GPCL and Torrent Power Limited. The ToR for the project has been approved by the MoEF, New Delhi. The transfer of land in the name of TPGL is under process."[3]
As of March 2015 Gujarat Power Corporation's website describes the Pipavav power station as gas-fired. The use of coal appears to have been cancelled.[4]
