Background
According to a July 2014 report, Dong Fang Electric Corporation (DEC) would set up two coal plants with a capacity of 220 MW each at Port Qasim, Karachi. Sindh Chief Minister Qaim Ali Shah welcomed DEC for signing the accord with J-Energy/SSRL and offered administrative support and attractive incentives. The project would be based on Thar coal, and would be targeted for completion by the end of 2017 or early 2018.[1]
There have been no further reports on this project since July 2014. It appears to be abandoned.
