Background on Plant
China Guodian has proposed a 2 x 350 MW supercritical coal plant for Pulandian County.[1][2]
In 2014 two 12 MW units at the site were retired.[3]
The project was permitted by the City of Dalian DRC in December 2015, although not at the federal level. In May 2016 it was reported that China Guodian was trying to sell its share in the plant, due to a lack of progress on the two new units.[4]
2016: Suspension
In March 2016 China's National Development and Reform Commission (NDRC) released guidelines for regulating coal power development to crack down on the severe and growing coal power overcapacity crisis. 13 provinces were told to suspend new approvals through 2017, including Liaoning Province. 2018: Project revived
In March 2018 it was reported that the two 350 MW units were under construction,[5] although it is unclear if construction began. The plant is planned for operation in 2020.[6]
Ownership
On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[7][8] The merger was completed on November 28, 2017.[9]
In 2018 ownership shifted to Dalian Xinhong Real Estate Group of the Dalian Xinhong Zhiye Group (大连鑫宏智业集团有限公司).[10]
