Qiaotou power station

Location
The map below shows the locations of the Qiaotou-1 and Qiaotou-2, near Qiaotou Town (Qiaotouzhen), Datong Hui and Tu Autonomous County, Xining Prefecture, Qinghai Province. The two cooling towers on the google map belong to Qinghai Datong power station, Units 1&2.
Background on Plant
Qinghai Qiaotou Power Station is majority-owned by Qinghai Provincial Investment Group. It consists of two power stations, also known as campuses: Qiaotou-1 and Qiaotou-2.
Qiaotou-1 power station
The old campus was originally built in 1956 with four phases of eight units: 2x6MM (phase I), 2x12MW (phase II), 2x25MW (phase III), 2x50MW (phase IV). All four phases have been shut down and replaced by 2x135MW units (known as units 7-8), completed in 2007.[3]
A plan to build 2x350MW units was given up to a new 3*660MW proposal, which became part of Qiaotou-2 power station.[4][5]
Qiaotou-2 power station
The second campus was built in 1994-2004, and consisted of three more phases with five units (currently Units 1-5): 2x125MW (phase V), 2x125MW (phase VI),1x125MW (phase VII). The company retired all five units in 2016. [6] They will be replaced by 3x660MW. The three new units (units 6-8) were permitted for construction in 2015 and are planned for operation in 2018.[7][8][9][10]
Units 6-7 began construction in 2016.[11] Construction of unit 8 has been suspended to after 2020 (more below).[12]
Suspension
In 2016 China's National Energy Administration (NEA) released guidelines for regulating coal power development to crack down on the severe and growing coal power overcapacity crisis. Qinghai was among the provinces declared a "red light" that should suspend new permitting of coal plants, as well as construction that began in 2016 or later. Construction of units 6-7 of Qiaotou-2 power station are likely suspended under the guidelines.
In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects with a total capacity of over 100GW in 13 provinces, including one unit of Qiaotou power station. It is unclear when or if the projects will be revived.[13]
