Background
Río Grande SA proposed construction of the plant, comprising two 350 MW units, to go online by the end of 2014, and the company submitted its environmental impact statement on February 25, 2010.[1] There was immediate strong opposition to the plant among residents and local government officials on the grounds that the Coronel region already had three coal-fired power plants (Bocamina I and II and Santa María). On March 17, 2010, the regional environmental commission COREMA (Comisión Regional de Medio Ambiente) soundly rejected the plant and released a list of 34 reasons for its non-acceptance.[2][3]
