Background

NS Energy reported that the original plan and amendments was approved in 2019:

"The Gulf PD independent power producer (IPP) project is being developed as part of Thailand’s Eastern Economic Corridor (EEC) development plan, which envisions the industrial development of 13,285km² of coastal region spanning Thailand’s three eastern provinces including Chonburi, Rayong, and Chachoengsao."[1]

In November 2019, Mitsui announced it was investing in the Rayong power plant.[4] Mitsubishi Hitachi Power Systems, Ltd. will be the engineering, procurement and construction (EPC) contractor.[5]

The Nation reported in November 2019 that:

"The plant will be integral to sustaining Thailand’s energy security given that more than 8,500 MW of generating capacity – equivalent to about 20 per cent of current national energy capacity – of ageing power plants will be retired between 2020 and 2025."[2]
