Background

A biographical note states that Bolt "holds a Bachelors degree in Electrical Engineering from the South Australian Institute of Technology (now the University of South Australia) and a Masters degree in Public Policy and Management from Monash University."[1]

The biographical note states that "in 2009, Richard was appointed to the Commonwealth Energy Minister’s High Level Consultative Committee for the Energy White Paper, and is currently a member of the Advisory Board for the Australian Centre for Renewable Energy. Richard was Deputy Chair of the former State-Territory National Emissions Trading Task Force, which developed the first comprehensive blueprint for an Australian emissions trading scheme to reduce greenhouse gas emissions."[1]

He "also represents Victoria on the Primary Industries Standing Committee (PISC), which is responsible for advising the Ministerial Council on agriculture, food, fibre, forestry, fisheries and aquaculture industries and production, as well as rural adjustment policy. He is the Chair of the Animal Welfare and Product Integrity Taskforce, which reports to PISC." He is also the Chair of the Grampians Regional Management Forum.[1]
