Richard D. Clayton
Richard D. Clayton was a partner in the Salt Lake City office of the legal firm, Holland & Hart. Clayton's biographical note appeared on the firm's website between January 1, 2002 and October 22, 2006.[1]
Clayton's biographical note stated that he had been Chairman of the Air Quality Standards Coalition and Vice Chair of the Alliance for Reasonable Regulation.[2]

His biographical note stated that "Mr. Clayton is a member of the Holland & Hart Business department, and co-leader of the firm's Corporate Governance and Compliance Practice. His practice focuses on complex domestic and international business transactions and corporate counseling, drawing upon an extensive background in mergers and acquisitions, corporate finance, corporate governance and compliance, project construction and finance, technology transfer, marketing arrangements, trade disputes and tax. He has counseled clients in all stages of development including formation, financing, initial public offerings, acquisitions and takeovers. Mr. Clayton is currently acting as primary counsel for the court-appointed receiver in a complex securities fraud case. The case involves hundreds of investors and multiple complex international investment arrangements."[2]
"Mr. Clayton was a senior executive with a publicly-traded steel company where his experience included $1.3 billion in corporate finance transactions, project construction and finance, domestic and international acquisitions, international trade, distribution and logistics, environment, energy, and public policy. He also has extensive experience in real estate development, construction and finance. Transactions have included many of the largest office buildings, hotels and shopping centers in the state of Utah. In addition, he has extensive experience in loan workouts and restructurings, representing manufacturing entities, developers, lenders and acquiring parties," it stated.[2]
"In 1999, Mr. Clayton founded Technology to Market (T2M), a non-profit business accelerator for high-tech companies. T2M is an alliance of leading public and private organizations, including universities, financial institutions, and professional service providers, which contributes to the expansion of the technology community in the Rocky Mountain region. "Mr. Clayton's public policy experience has included leading two national multi-industry coalitions -- the Air Quality Standards Coalition (Chairman; efforts culminated in Supreme Court finding unconstitutional delegation of legislative power because EPA set ozone and particulate standards without adequate scientific basis-American Trucking Assn. v. EPA) and the Alliance for Reasonable Regulation (Vice Chairman). In addition, he has testified before the International Trade Commission and lobbied on environment, trade, energy, transportation and tax matters."[2]
