Robert W. Helm was born August 19, 1951, in La Crosse, WI.
Education
- graduated from the University of Wisconsin (B.S., 1973)
- Fletcher School of Law and Diplomacy at Tufts University (M.A., 1975)
Career
- 1975-1978: professional staff member at the Los Alamos Scientific Laboratory, Los Alamos, NM
- 1978: member of the U.S. comprehensive test ban negotiating delegation in Geneva, Switzerland, representing the Defense Nuclear Agency and supporting the Joint Chiefs of Staff representative
- 1979: joined the minority staff of the Senate Budget Committee as the senior analyst for defense and international affairs
- 1980-1982: senior defense analyst on the majority staff of the Senate Budget Committee
- 1982-1984: Director of Defense Programs and National Security Telecommunications Policy for the National Security Council
- 1984-1989: Assistant Secretary of Defense (comptroller)
- 1989-: Corporate Vice President Northrop Grumman and since 1993 also responsible for maintaining effective relations between Northrop Grumman and the U.S. Government.
