Rodger A. Payne is Professor in the Department of Political Science, at the University of Louisville. [1]
Payne is the brother-in-law of Katherine Courtney, who is programme director of the UK Home Office ID Cards Team. He has used his blog to defend her against accusations of being an "enemy of freedom" (he disclosed their relationship). [2]
Although there is nothing to suggest he has done so, Payne would be well-placed to give his sister-in-law advice on achieving public acceptance of the controversial scheme, as he is an expert on the PR technique of framing. In 2001 he published a paper called "Persuasion, Frames and Norm Construction". [3].
