Roger Hay
Roger Hay "is Oxford Policy Institute's director. He is medically qualified and subsequently studied development economics at Oxford where he has been based since 1976. From 1978 to 1996 he was a Research Associate in the Department for International Development, University of Oxford and, from 1979, a research unit director. In 1996, he established Oxford Policy Management, now a leading UK economic policy consultancy, alongside Oxford Policy Institute. Until he retired from Oxford Policy Management at the end of September 2005, he was its most senior health consultant and, for some years before, its Managing Director. For the last twenty-five years he has worked with senior government officials designing and implementing public sector reforms. Recently, his work has concentrated on the challenges of managing pluralistic health systems in resource-constrained environments, on health sector regulation, on public service workforce incentives and on private sector contributions to public sector performance."
