Background on Project

Shenhua Group (now National Energy Investment Group) is currently planning to build a two-unit coal-fired power plant with a total capacity of 2,000 MW in Hunan Province.[1]

Units 1-2 were approved for construction in November 2015.[2] The project is mentioned in the 13th Energy Five Year Plan (2016-2020) of Hunan province, as one that needs to "find a proper time to build" during the period.[3]

As of March 2019 the project has stalled, but the local government is still promoting it and eager to begin construction.[4]

Expansion

A second phase of 2,000 MW has also been announced.[5] However, with no developments since 2013 and no mention in Hunan's 13th FYP, the expansion appears to be abandoned.

Ownership

On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[6][7] The merger was completed on November 28, 2017.[8]
