Location
The undated satellite photo below shows the location of Malangas Municipality, the location of PNOC's coal mines in the province of Zamboanga Sibugay (along with adjacent Diplahan and Imelda municipalities). The proposed coal plant would be located adjacent to these mines.
Background on Plant
Sibuguey power station is a 100-MW mine-to-mouth coal-fired power station proposed by Philippine National Oil Company (PNOC) in Zamboanga Sibugay. The plant would cost $200 million. Initial steps towards permitting were taken in 2011. PNOC announced the project in January 2012; the plant would be powered by coal from PNOC's nearby Malangas coal mines, which are also currently under development, expected to be in full production by 2015.[1][2][3]
In August 2012, PNOC received an 18-year extension to its contract to mine coal at Malangas; the company stated at that time that it planned to build the coal plant by 2015.[4] Since then, no additional information on the project is available, and it appears to be abandoned.
