Background

In February 2010, a consortium made up of Thai Binh Duong Joint Stock Company (a subsidiary of Electricity of Vietnam), Britain's International Power plc (a subsidiary of GDF SUEZ), Japan's Sojitz Corporation received approval to develop a six-unit, $4.9 billion, 3,600-MW Sơn Mỹ coal power plant complex in Bình Thuận province.

By late 2011, however, the consortium had decided to build a 3,000-MW natural gas plant at the site instead.
