Background on Plant
In June 2007, Far Eastern Generating Company (a subsidiary of RusHydro) announced its plans to build a two-unit, 120-MW coal-fired power plant in the Sovetskaya Gavan area, in order to meet power needs for the growing commodity (especially coal) port in Vanino.[1] After substantial delays — partly due to lack of funding, and partly due to inadequate infrastructure in the area — RusHydro signed a financing agreement with Sberbank in March 2013, providing $1.4 billion in financing for several projects in the Far East.[2][3]
With financing in place, initial site construction for the project began in August 2013. Far Eastern Generating Company now has plans to expand the project to 360 MW at a later date.[4][5] In April 2015, with construction underway, RusHydro began installation of the boilers.[6]
A new transmission line was completed in April 2015.[7][8] In October 2015, the construction of the trunk of the 150-meter chimney of the plant was completed. In September 2015 the plant's contractor GlobalElectroservice was replaced due to bankruptcy by Ust-SrednekanGESstroy JSC. In November 2016, the railway from the plant in Sovetskaya Gavan was connected to the main rail line.[9]
The plant was scheduled to be brought online by the end of 2017,[10] later pushed to 2019.[9]
In May 2018, after two of the three companies in a tender for a new construction contract withdrew their bids, RusHydro apparently decided to hire one of its own subsidiaries to finish building the plant. Construction was still scheduled to be completed in 2019.[11][12] In October 2018 RusHydro announced that the plant would be finished in 2021 instead of 2019.[13]
As of June 2019 there has been no further news about the 240-MW Phase II of the project and it appears to be cancelled.
