Background on Plant

The RAO UES 2006-10 five-year plan (from before the restructuring of RAO UES), which RAO management approved in January 2007, lists as a long-term project the addition of a coal-fired power plant of unspecified size at Syktyvkar, with a completion date of 2010.[1] Sources also list this plant as being built by TGC-9 (which has now been fully absorbed into its parent company, Integrated Energy Systems (IES), which is in turn a subsidiary of the Renova Group).

The websites of TGC-9 and IES, and IES's 2012 Annual Report, do not mention this plant. (TGC-9 does own the Syktyvkar Komi Branch heating boiler system, which was built in the late 1960's and early 70's, and mostly consists of natural gas-fired boilers; no mention is made of any additions to this plant, or of any other plants in Syktyvkar that are owned by TGC-9.)[2][3]
