Background on Project

In October 2014, PT Tanjung Power Indonesia signed a power purchase agreement with PLN for the construction of a two-unit, 200-MW coal-fired power plant in South Kalimantan Province. Tanjung Power, the project's developer, is a joint venture between Adaro Indonesia and Korea East-West Power (a subsidiary of Korea Electric Power Corporation, or KEPCO). The plant would be located near Adaro's Tabalong coal concession, and would cost $450-550 million. The project is part of Phase II of Indonesia's Fast Track Program, and would be built under a Build, Own, Operate, & Transfer (BOOT) agreement with PLN. Financing is scheduled to be finalized by late 2015, and the plant is scheduled for completion in 2019.[1][2][3]

In January 2017 it was reported that construction of the plant was 30% complete.[4] In August 2017 a building on the construction site collapsed and injured 7 workers.[5] Construction is expected to be complete in Q3 of 2018.[6] In September 2018 it was reported that construction of the plant was 85% complete.[7] In June 2019 Adaro announced that the plant would be commissioned in the second half of 2019.[8]

Financing

In October 2015 Adaro Energy secured financing for the proposed plant.[9] Adaro Energy and Korea East West Power signed the loan financing in November 2016. Total investment amounts to US$545 million and debt amount is US$409 million, provided by lenders Bank of Tokyo-Mitsubishi (BTMU), DBS Bank, HSBC, Korea Development Bank (KDB), Mizuho Bank and Sumitomo Mitsui Banking Corporation (SMBC).[10]
