Background on Plant
The project was issued a Certificate of Endorsement (COE) by the Philippine Department of Energy (DOE) on Jan. 19, 2017.[1] In August 2018 the sponsor Orion Pacific Prime Energy submitted a Ceritificate of Registration with the National Grid Corporation of the Philippines (NGCP), and was in talks with Meralco for a Power Service Agreement (PSA).[2] The project will cost an estimated US$2.1 billion.[2] In March 2019 the DOE described the project as 1,200 MW.[3]
