Yes, there is:

The Electoral Reform Society Annual Report 2005/6

"We [ERIS] contributed technical assistance in Iraq and Afghanistan and played a major part in election observation missions for the EU and OSCE, notably in Ukraine, Afghanistan and the West Bank."

I would like to point out that the involvement is related to the running of elections.
