Edward J. "Ted" Costa , who describes himself as "a populist conservative"[1], is a board member and chief executive officer of People's Advocate, a California-based advocacy group attempting to suspend California's California's Global Warming Solutions Act, AB32. Costa is also in charge of People's Advocate's political action committee (PAPAC).

Costa filed the petition and "Drove the 2003 California recall election" against then-Governor Gray Davis. Costa and Howard Kaloogian "helped get the Davis Recall off the ground before the professionals took over," Daniel Weintraub wrote in the Sacramento Bee.[2]


Background

Costa's website states that he "was educated at the University of California at Davis"[3], although as of 2003 he had not graduated.[4]

From Costa's website,

  • He served "eight years in the United States Coast Guard" and "graduated from [the] Biological and Chemical Warfare School."[3]
  • He was Paul Gann's "assistant in 1982 and, after his death, continued as the chief executive officer" of People's Advocate, Inc..[3]
  • He now serves as President of the San Juan Water District and is "on the Board of the Central Valley Project Water Association." He has "a plan to build more water storage facilities for our homes and farms," his biographical note states.[3]

"Before joining People's Advocate, he managed over 20 political campaigns."[5] In July 2005, Costa became a member of the advisory board of Take Back California.[6]

Personal

Costa lives in Citrus Heights, a suburb of Sacramento, with wife Jayna Karpinski-Costa, a veterinarian and lawyer[4] who is mayor of Citrus Heights[7].
