Background on Project
Tengzhou Fuyuan Cogen power station is a 48 MW coal plant in Shandong. It began operating in 2005, and is owned by Zaozhuang Mining Group.[1]
Proposed expansion
In 2016 Zaozhuang Mining Group proposed expanding the plant with two 350 MW supercritical units, fueled by waste coal.[1][2]
The new units were permitted for construction in May 2017.[3] Construction was reported in December 2017.[4]
Concrete pouring began in March 2018. The project is reported to be a CHP plant for residential use,[5] which would exempt it from "red light" restrictions on new permitting and construction in Shandong province.
