Background
The company received full planning permission for the project in May 2008. Work on the power plant was set to be completed by 2011. However, construction of the power plant was delayed in 2009. A spokesman for Quinn Energy at that time stated that the company was 'still in the middle of the permitting process' and that timelines for construction had been put back.[2] Work does not yet appear to have resumed.
