Background
Two coal projects with similar specifications have been reported to be in planning for Sekong (Xekong) province:
Phonesack Group's Xekong Power proposed a coal project in Kaleum district of Sekong Province. Plans for the project include coal exports and a 2 x 300 MW Thermal Power Plant.[1] Phonesack Group is mining coal in the Kaleum District, which has estimated coal reserves of 215 million tonnes. The coal would be used to power the station.[2]
On March 17, 2016, China National Heavy Machinery Corporation (CHMC) signed an EPC agreement with Electricite du Laos for a Sekong province coal-electricity integration project in Vientiane, capital of Laos. The contract is valued at US$2.1 billion. The project includes: a coal mine with the annual raw coal output at 3 million tonnes and a 700MW pithead plant with two 350MW units. The project is expected to last 48 months with the loan by the Export-Import Bank of China.[3]
However, as of December 2018 there have been no developments on either proposal, and the project appears to be shelved.
