Background
A combined heat and power (CHP) plant was one of a few options being explored by the city for energy and heat in the region. It would be able to run on coal and biofuel or a mixture of the two fuels. The CHP plant would be 240 MW.[1]
The plant is proposed by Helsingin Energia, owned by the city of Helsinki. The city council is expected to decide on the proposed plant by the end of 2015.[2] The city was also considering a 100% renewable option, which would include biomass and not coal.[3]
In December 2015 the Helsinki city council said they had decided to build a biomass heating plant in the Vuosaari area, and were dropping plans for a coal co-fired CHP plant.[4]
